OVERVIEW: In a suit by an attorney and the State of Louisiana to collect judgments for payment of the attorney's services and fees, the State supreme court improperly denied writs of mandamus to compel the assessment and collection of a tax because the contract was complete. The Constitution of Louisiana of 1880 impaired the obligation of the contract.
