OVERVIEW: Maryland statute that required a person coming into Maryland to make a declaration of intent to reside therein a year before he could register to vote did not violate Federal Constitution because it did not unlawfully discriminate against new residents or deny them equal protection. Federal Constitution did not give a privilege to vote in a State.
