OVERVIEW: Because the contracts under which defendants in error were charged with peonage kept laborers under contract under the pain of recurring prosecutions for a failure to comply with such contracts, contracts violated the Thirteenth Amendment, and defendants in error were amenable to prosecution under federal and state laws for offense of peonage.
