OVERVIEW: Judgment allowing a clerk's claim for additional military pay arising from his service in the Philippines was reversed because a proviso in the Army Appropriation Acts of 1915 and 1916 had no reference to clerks and messengers in the quartermaster corps whose salaries were fixed by the War Department under the lump sum appropriation.
