OVERVIEW: Buying cotton in city was a local, intrastate transaction in preparation for interstate or international delivery of cotton much the same as growing or ginning cotton; thus, city's imposition of occupation tax on cotton buyer was not violation of Commerce Clause even though cotton's destination was in another state or country at time it was bought.
