OVERVIEW: Where purchasers from the state bought during operation of Arkansas Act 142 of 1935, which protected their title from technical irregularities in prior proceedings, it violated their rights under the Impairment of Contracts Clause, U.S. Const. art. I, § 10, to apply Arkansas Act 264 of 1937, repealing Act 142, so as to divest them of title.
