OVERVIEW: Where the Government deducted a railroad's overcharges from payment of a subsequent bill, as permitted by 49 U.S.C.S. § 66, and the railroad sued to recover on the bill from which the deducted was made, the railroad had the burden of proving the correctness of that bill because § 66 was not intended to change the prior practice in that regard.
