OVERVIEW: Where an employee's claim for permanent total disability was timely filed under § 13 of the Longshoremen's and Harbor Workers' Compensation Act, it was not time barred where it sat pending for 10 years and a hearing was had two years after an employer's insurer ceased voluntary payments. Section 22 of the Act was not applicable.
