OVERVIEW: An irrigation district was allowed, over the objection of the United States, to provide water to the landowners in the district above a limitation claimed by the United States, because the district had provided the additional water prior to the effective date of § 46 of the Omnibus Adjustment Act, which attempted to restrict the amount of water.
