Overview: Order that granted summary judgment to appellees in an arrestee's § 1983 suit was affirmed on appeal. Police officers had probable cause to make arrest because facially valid New York arrest warrant had been issued against arrestee. No U.S. Const. amend. XIV violations were shown. Arrestee's New Jersey State Tort Claims Act claims were time-barred.
