Overview: Under 8 U.S.C.S. § 1252(b)(4)(C), substantial evidence supported the denial of CAT relief to an asylum applicant where it was not more likely than not that applicant would be tortured upon return to China. IJ improperly applied corroboration rule when denying asylum when he did not explain why corroboration of applicant's testimony was required.
