Overview: When prisoner was sentenced to 10 years in prison based on 1,000 kilograms of marijuana under 21 U.S.C.S. § 841(b)(1)(A) even though government had agreed to hold him responsible for only 581 kilograms of marijuana, court granted COA on his claim that counsel was ineffective for failing to object to drug quantity for which he was held responsible.
