Overview: Local exchange carriers were required under 47 U.S.C.S. § 251(b)(5) and 47 C.F.R. § 51.701 to pay reciprocal compensation to a cell phone company for calls from land lines to cell phones that originated and terminated within the carriers' major trading areas, even though the carriers used a long-distance carrier for calls bound for cell phones.
