Overview: Substantial evidence supported the denial of asylum based on an IJ's finding that an alien did not have a well-founded fear of persecution in light of changed country conditions in Guatemala and because the alien's fear was too speculative. By failing to qualify for asylum, the alien necessarily failed to qualify for withholding of removal.
