Overview: Because the taxpayer's legal residence at the time his United States Tax Court petitions were filed, under I.R.C. § 7482(b)(1)(A), proper venue for his appeal was in the Second Circuit, not the District of Columbia Circuit, and thus the United States Court of Appeals for the District of Columbia Circuit dismissed the appeals.
