Overview: Inmate, while incarcerated, had filed at least three civil actions that were dismissed as frivolous or for failure to state a claim upon which relief could be granted, and he did not allege imminent danger of serious physical injury. Thus, under 28 U.S.C.S. § 1915, he was not entitled to proceed in forma pauperis in instant civil proceeding.
