Overview: Because inmate was seeking review of transfer order, merits of her underlying habeas corpus petition were not before court, and thus, by construing her notice of appeal as mandamus petition, court did not alter substance of underlying habeas petition. If inmate wanted review of transfer order, she had to submit memorandum to support her challenge.
