Overview: Court of appeals found that Hispanic tenants offered enough evidence to show that District of Columbia committed intentional discrimination when it pursued a program to close apartment buildings, and it reversed the district court's judgment dismissing a claim alleging disparate treatment which the tenants filed under the Fair Housing Act.
