Overview: It appeared that inmate's mandamus petition was predicated on civil claims that were subject to filing fee requirements of PLRA, 28 U.S.C.S. § 1915(g). Inmate had, while incarcerated, filed at least three civil actions or appeals that were dismissed as frivolous, malicious, or for failure to state claim upon which relief might be granted.
