Overview: Although legislation created trust obligations to descendants of Indian tribes which the government breached by unduly delaying distribution of judgment funds, the government's liability was extinguished by a later amendment which reduced the amount due to the descendants since the descendants had no vested rights in the fund prior to distribution.
