Overview: New policy which resulted in increase in antidumping duty applicable to reseller of steel products for import was not impermissibly retroactive even though it applied to entries which were not liquidated prior to effective date of policy, since duty was not fixed until liquidation and reseller had no settled expectation that duty would not change.
