Overview: Federal circuit court of appeals did not have jurisdiction, pursuant to 28 U.S.C.S. § 1295 and 28 U.S.C.S. § 2253(a), over a prisoner's untimely "amended" notices of appeals from the denial of postconviction and habeas relief because he did not pay the required docketing fees and he clearly abused the judicial process.
