Overview: The court held that because of their proximity to local conditions and the possible need for further hearings, the courts that originally heard the cases could best perform judicial appraisal of whether local school authorities' actions constituted good faith implementation of the governing constitutional principles to accomplish admission of students to public schools on a racially nondiscriminatory basis.
