Overview: Petitioner filed a pro se challenge to trial court's dismissal of his request for relief pursuant to 42 U.S.C.S. § 1983. Rebriefing was ordered because petitioner failed to comply with Ark. Sup. Ct. & Ct. App. R. 4-2(a)(8), which required addendum to include true and legible photocopies of the order from which the appeal was taken.
