Overview: Ark. Code Jud. Conduct Canon 5C(2) was narrowly tailored to meet State's interest of impartiality and avoiding the appearance of impropriety; Canon 5C(2) provided that candidates could establish campaign committees to conduct fundraising as a candidate's personal solicitation or acceptance of contributions was destructive of the State's interest.
