Overview: Cal. Code Regs., tit. 8, ? 1592, subd. (e), was not impermissibly vague; it put businesses on notice that they had to control hauling and earth moving operations in manner to ensure operators knew worker's location on foot within operators' immediate vicinity. Simply informing them that workers would be in general area did not satisfy requirement.
