Overview: There was nothing arbitrary and capricious in the Colorado Department of Revenue's denial to reschedule a driver's license revocation hearing, Colo. Rev. Stat. § 42-2-126 (2006), as the requests appeared to have been made too late to be accommodated and the driver failed to establish a compelling reason to require rescheduling.
