Overview: Carbondale, Colo., Mun. Code ¿¿ 13.32.010, 13.32.030 were not beyond the scope of a town's legislative authority under Colo. Rev. Stat. ¿ 31-15-707(1)(b) (2004); therefore, an owner was subject to the ordinances regarding water pollution because its property was within 5 miles of the town's intake center.
