Overview: Because an inmate did not demonstrate a clear right to a writ of habeas corpus, that no other remedy was available, or that a superior court arbitrarily failed or refused to issue the writ, the inmate's mandamus petition under Del. Const. art. IV, § 11(6), Del. Sup. Ct. Ct. R. 43 did not invoke the state supreme court's original jurisdiction.
