Code § 1-618.4(a)(3) and (5), regarding unfair labor practices. The acts could be construed together and reconciled in a manner that achieved the legislative intent behind both.

Overview: Probate court determined that it had authority to approve or disapprove a trustee's fees for a special needs trust because D.C. Code § 19-1307.08 gave the court the authority to approve or disapprove fees. The court then ruled that a disallowance of the maximum requested fees, and a reduction of the fees which were reasonable was warranted.
