Overview: A court upheld the order of the District of Columbia Zoning Commission, which approved a modification to a planned unit development (PUD) of a hotel into a cooperatively-owned apartment building as it properly applied the PUD regulations of D.C. Mun. Regs. tit. 11, § 2400.2 et seq., and substantial evidence supported the modification.
