Overview: The D.C. Code Enactment Act of 1996, 44 D.C. Reg. 1264 (1997), did not violate the Home Rule Act, D.C. Code ? 1-201.01 et seq., by letting the District of Columbia Council impose an unincorporated business franchise tax on nonresident partners' income from a partnership, as it did not change statutes related to the tax, which Congress authorized.
