Overview: Where defendant, allegedly upon seeing unmarked police car, quickly put his hand in his pocket and walked away, but he then walked back to where he had been, officers lacked reasonable suspicion to seize him. He engaged in ambiguous activity by walking away and then returning, and there was no evidence that he knew police were present.
