Overview: While a circuit court properly approved a county's imposition of a special service charge under § 119.07(4)(d), Fla. Stat, for a public records request, the court erred in determining the amount of the charge because, under § 119.07(4)(d), both an employee's salary and benefits were to be included in the labor cost for the special service charge.
