Overview: The Florida Department of Highway Safety and Motor Vehicles had the authority to suspend drivers' licenses under ?? 316.1932(1)(a)(1)(a) and 322.2615(1), Fla. Stat. (2007) for their refusal to submit to a breath-alcohol test; an officer's offer for the drivers to take a breath, blood, or urine test did not negate the required test request.
