Overview: Denying an inmate's request under Haw. Rev. Stat. § 607-3 (1993) to proceed in forma pauperis was an abuse of discretion where the inmate was confined to a prison facility, had only $15.28 in his prison accounts, and earned only $40 per month without other sources of income. Thus, the imposition of $275 in fees was excessively burdensome.
