Overview: Trial court erred in granting summary judgment in favor of the city under Iowa Code § 670.4(10) on building owners' tort claims arising from water damage which originated in a nearby abandoned building as a genuine issue of material fact existed as to whether the continued supply of water was a substantial factor in producing the damage.
