Overview: School board was liable under Louisiana Public Works Act for materials of a supplier for a bankrupt subcontractor because board had actual notice of the claims at time the supplier filed its lien and had retainage funds. Further, there was a contractual relationship shown between supplier and subcontractor under La. Civ. Code Ann. art. 1927, 1846.
