Overview: State board did not err in granting permit to LLC for partial removal of dam and in issuing water quality certification pursuant to Me. Rev. Stat. Ann. tit. 38, §§ 464(4)(F), 636(8) because board examined relevant criteria, including soil stability and wetlands, fish and wildlife resources, public access, flood control, and hydroelectric power.
