Overview: The Board of Appeal on Motor Vehicle Liability Policies and Bond reasonably affirmed the Registrar of Motor Vehicles' decision, under Mass. Gen. Laws ch. 90, § 28, not to modify the suspension of the license of a driver who did not overcome a compelling inference that he was unfit to operate motor vehicles, as he was not at risk of losing his job.
