Overview: Because the court could not substitute its judgment for that of the Hearing Examiner, whose decision was carefully crafted and articulately reasoned according to the prescribed risk factors of the governing statute and regulations, it had to find for the Sex Offender Registry Board which had classified a 19-year-old as a Level II Sex Offender.
