Overview: Based on the testimony, settlement agreement, and other evidence, a trial court did not err in holding, inter alia, that the State had not promised the continued use of the foundation formula as originally defined in Mo. Rev. Stat. § 163.031 (2006), and the term "full funding" was not synonymous with the ongoing use of a proration factor of 1.0.
