Overview: Court declined to reconsider a prior decision upholding the constitutionality of New York City, N.Y., Admin. Code § 10-110 as to parade permits because ordinance involved in a Sixth Circuit case differed in that it required application 30 days in advance, was overly broad in definition of a special event, and contained a strict liability provision.
