Overview: Since New York City, New York's parade permit scheme, New York City, N.Y., Admin. Code § 10-110 and New York City, N.Y., R. tit. 38, § 19-01 et seq., was overbroad, it was unconstitutional on its face; nevertheless, defendants were in violation of N.Y. Penal Law § 240.20(5) for disorderly conduct by participating in a Critical Mass bicycle parade.
